In this Takayama Fumihiko-directed anime film, two government detectives are investigating a group of bloody murders in the vicinity of Tokyo Bay. Hata, a young and handsome man whose role takes prominence, seems to have an edge over his older, fading partner, Kusumi. However, later in the film each man`s competence, and their allegiance to each other, is tested and proven. After days of following dead-end leads, they receive a strange phone call that leads them straight into action. A power outage in a storage facility brings Hata and Kusumi face to face with their culprit, a genetically modified monster. Little do they know, a team of scientists on the other side of Tokyo have been experimenting with cell manipulation attempting to create a biological weapon, and they realize that they have created an absolute disaster in this monster that is now rampant in the bay. While a complicated plan is constructed and the Tokyo militia is deployed to capture the monster, the Patlabor robots are readied. But it is not until the shocking conclusion, when dark secrets about Hata`s love interest are revealed, that the movie gets its final burst of energy.
WXIII`s beautifully drawn settings--all in a gray, film-noirish Tokyo--mimic the look of actual film and create a very realistic atmosphere. For instance, reflections on the windshields of cars, shadows cast on the sidewalk by trees, complicated computer programs and tv broadcasts; are detailed flawlessly. On the whole, WXIII is both visually and mentally captivating.
